We are about to take a closer look at the updates, trends, and movements shaping the conversion, so let’s dive deep.
Flutter Will be Delisted from the London Stock Exchange From August 2026
Flutter Entertainment, the company behind many of the UK’s major iGaming operators, announced it will be delisted from the London Stock Exchange. This should happen on 3 August at 8 AM and it’s definitely something that people did not expect.
The decision for the company’s withdrawal from the LSE came after a detailed review of its listing arrangements. What’s interesting is that the company will remain on the New York Stock Exchange.
One of the reasons for this move is the low trading volumes on the LSE and the associated costs. Once the company is off the exchange, investors will have to move to the NYSE.
What’s troubling is that Flutter is not the only company that wants to exit the London Stock Exchange. Many companies are actually doing that in favor of the US. In fact, many reports show that London is slowly losing its ranking.
Finland unveils Strict new Draft Gambling rules ahead of 2027 Market Launch

Finland decided to release a new set of draft gambling regulations ahead of the upcoming iGaming launch. According to the Ministry of the Interior, there will be a ban on autoplay for online slots. We will also have a minimum spin duration and reminders about how much you played. The idea behind these regulations is to slow down gameplay and increase transparency.
Another interesting aspect of the draft in Finland is that it includes specific RTP requirements. There will also be stake and loss limits, as well as tighter caps for younger players.
Those under 25 can use up to 10 EUR per sin, while the limit for others is 20 EUR. There will also be daily, monthly and annual loss limits for people who use land-based and online gambling sites.
Keep in mind that these rules are not final, so there might be many changes in the future. Despite that, there is a clear shift toward tighter regulation and increased responsible gambling controls. Authorities in Finland have to make sure they are doing everything possible to prevent people from developing gambling-related problems.
The Dutch Regulator Fines 711 with 866K EUR over duty-of-care failures
KSA, the Dutch Regulator, decided to take firm action against 711 B.V. after the company failed to meet the “care standards” towards players. These actions resulted in a 886K EUR fine and it came following a detailed investigation into 711’s handling of customers whose behavior is risky.
Based on the investigation, KSA identified several regulatory infringements. To make a long story short, 711 simply did not properly analyze users’ gambling behavior. This prevented them from implementing the specific measures needed in that situation. As a result, many of these people incurred significant financial losses.
The loss means that 711 joins the likes of Novatech and Polymarket. In fact, Novatech received a jaw-dropping fine of 25M EUR earlier this year after it became clear that the company allowed Dutch players to use its platform without proper age-verification and geo-blocking measures.
Outside of that, the KSA also reported TOTO online for violating the rules. According to the information, the company used several professional football clubs to promote its services and this is not legal according to the local laws.
The Netherlands Could Impose a complete Online Ad Ban

Continuing with the Netherlands, the local government launched a new five-year strategy aimed at reducing gambling-related harm. Based on the initial review, the three-party coalition plans on introducing a complete ban on gambling advertising. Outside of that, there could be a possible ban or restriction on high-risk games, as well as features that encourage excessive play.
What’s interesting is that these new policies woulda lso apply to operators that offer land-based services. The new regulation will also give the KSA more power that will help its fight against illegal operators.
An interesting fact is that there are no plans to increase the minimum age needed for gambling. There were some discussions about it, but the regulator said that this could push people into using offshore sites.
The court in Sweden Overturned LeoVegas’s Fine
The Swedish Gambling Authority fined LeoVegas with $852K in March 2025 because the site violated Sweden’s Gambling Act. As expected, the site was not happy with the result, so it decided to take the fine to court. According to it, there was not enough evidence against LeoVegas, which is why the court essentially overturned the fine.
This is one of the rare cases where the court actually backs a specific gambling website rather than the regulator. According to it, the regulator had not shown a sufficiently clear or serious breach to justify sanctions.
The court agreed that some of the responsible gambling options could have kicked in earlier, but it seems like the delays were not severe enough to warrant a penalty. With that said, we are confident that LeoVegas will not let this happen again and has stepped up its game in handling these situations.
Authorities in Uganda are to channel all Gambling Payments through a specific payment option

Uganda is slowly becoming an important player in the African gambling market, and for good reason. The latest news from the country indicates that the government is developing a new state-owned payment option for all gambling payments. The goal here is for authorities to regulate taxes and the revenue loss that usually comes when people use other payment solutions.
Speaking of taxes, the authorities in Uganda will add a 30% tax on GGR and a 15% withholding tax on players’ winnings. While all of this may sound good on paper, many people in the industry fear this could force players onto offshore sites, especially those that use cryptocurrencies.
Many people will pay attention to the upcoming changes in Uganda and see what happens. If the new payment method proves successful, we would not be surprised if other countries adopted it.
Pennsylvania’s Supreme Court Rules that Skill Games are Slot Machines
The Supreme Court in Pennsylvania ruled that the skill machines in the state are actually slot machines. As a result, they have to follow the same rules from the Gaming Act and are subject to the same criminal gambling laws. This ruling is very important because it overturns lower-court decisions that allowed these machines to operate in a gray area.
It comes as no surprise that this decision will be huge for the state’s gambling industry. There are over 70,000 skill game machines in the state, which makes it the largest market in the U.S.
Another interesting thing about the decision is that it comes at a time when lawmakers are debating how skill games should be regulated. It will be interesting to see what changes.
Regarding Pennsylvania, Rep. Jason Ortitay introduced House Bill 2631. It will require online casinos and sportsbooks to prevent their platform from being accessed from schools in the state. This is an interesting measure that has not been implemented elsewhere.
The Philippine Amusement and Gaming Corporation Ordered Gambling Ads to Include a Helpline
The Philippines has one of the largest gambling sectors in Southeast Asia and the local regulator is trying to find ways to make it safer. Consequently, it announced that all gambling ads must include a message about the National Problem Gambling Helpline. The latter was introduced recently and it allows people with gambling-related issues to get help.
Based on the announcement, companies will have until July 15 to take action. The rule impacts ads on places like billboards, wallscapes and all digital ads. Once the deadline has passed, all operators must submit progress reports.
The helpline is available 24/7 and has been in operation since May. PAGCOR partnered with the Seagull Flock Organization, and the idea of it is to promote responsible gambling.
Outside of the changes regarding the gambling ads, the country also stepped up its game against illegal online gambling. This became very important after Cambodia started cracking down on its numerous illegal gambling facilities. Many countries in Southeast Asia are afraid that these organizations will move elsewhere and the Philippines is one of those places.
